We normally say: 11.58 am,11.59 am, noon, 12.01pm. 12.02pm
So 'noon' stays by itself, so also 'midnight' which is a minute after 11.59pm.However for the 24 hrs International Time system, esp used by military organisations, they use 1200 hrs for noon and 2400 hrs for midnight.

Think of it this way: Whatever minutes come after the 12 will take on the same am or pm as the 12 that they are associated with. So, if 12:07 am is clearly just after midnight, then THAT 12:00 is also "am" at midnight. Similarly if 12:02 pm is early afternoon, then THAT 12:00 is also "pm" at noon. Hope that helps to remember which is which.

Neither.
AM and PM are abbreviations for ante meridiem and post meridiem mean before noon and after noon.
Therefore 12 noon is just noon, and 12 midnight is just midnight. Neither is before or after noon.
Also, midnight is 0000 hours, not 2400.

Noon is neither am nor pm --- it is simply "noon". Neither is midnight am nor pm.
The meaning of am is ante meridian (before noon) and pm is post meridian (after noon).
However, going by reasoning, if 9 am is followed by 10 am, followed by 11 am, then followed by 12 .....?
