Your bra size is determined by your body size.
Step 1: Measure below bust (at top of rib cage). If you get an even number, add 4 inches. If you get an odd number, add 3 inches. This will be your band size.
Step 2: Measure around fullest part of bust. The difference between this measure and your band size will determine cup size. See chart below.

whilst there probably is a statistic somewhere for the average bra size of a 13 year old, even that doesn't mean it will fit you - you will need to get measured!
To get the best fit, this is always recommended and you won't necessarily need to remove your top, or can wear the bra you have bought.

Although everyone is different i would say C is around average for age 14-16 Age 13, an A, or maybe B

There is no "normal" per say, it usually goes entirely based on puberty, most girls start their first period a few years after the onset or beginning of breast development, which is often after pubic hair etc, so if you start your periods early, your breasts will often start early, and vise versa.
But of course, thats not always the case, but there really isnt a certian size for any particular age.
your breasts are bigger than some of my 30 yr old friends.
Yet are smaller than my 10 yr old daughter (who started puberty very young)

Yep, that's about right. Usually 28 to 32. Also, will get bigger after puberty starts.
