In the UK what is the government agency responsible for the oversight of universities.?

I have a disagreement with my university and now I'm looking for a government agency where i could file a formal complaint. Google doesn't seem to be much help.

There is a Department of Education; although, PM Gordon Brown recently split the department into two sections.
