There is no sales tax in the mighty State of Delaware! Property taxes are also very low. It's no wonder the "refugees" from Maryalnd and New Jersey are pouring in here.

Of the 3 items you mentioned,
food is the only item "tax
exempt".
I hate this term. Food should
NEVER BE TAXED, at any
time, any place. When we
start taxing food,the govt. is
really hitting bottom.
I hope you all know that
roads and highways will be
privatized and there will be
a toll charge? Ditto your
free water supply is being
bought up by private companies and will have a fee. If you have a well, be
careful, it will probably be
outlawed. Our wonderful
fresh water streams and
wells in town have been
outlawed and we must buy
from the city.....So much for
the land of the FREE.

Food is not taxed in my state (New York), except for prepared food sold in restaurants or delis, and (in the grocery store) soft drinks and juice products containing less than 70% juice. Beer, wine coolers etc. are sold in grocery stores in NY, and are of course taxed.
Prescription and over-the-counter medications are not taxed in NY.
Clothing is taxed in NY, but not in New Jersey. Since I live close to the state line, many folks in this area do their clothes shopping in NJ. The stores there seem to have a better selection too.
Do you have the option to shop in a neighboring state?
peace

I don't think anything is tax exempt in this state. We must have the highest rates of the whole dang country.

Sometimes food is (i.e. groceries are exempt, not individual snacks), otc medicine is, clothing is if you spend a certain amount, I think under $70 (not sure if it's more or less or what. Can you tell I don't put much thought into my wardrobe these days? :-) )

Southern states tend to tax purchases while northern states tax property and everything else.
My relatives in NY pay 8.5% tax on "non-essential" goods, and pay about 4-5 times what I do in property tax.
I rather pay a little more for groceries.
