He is going to break it up as you said. He gives them a certain amoount of time to converse and then he goes out to keep the game going. Otherwise they could stall long enough to get a relief pitcher completely warm before getting the manager to come out and pull a struggling pitcher. This keeps the game moving...plus Umps like jokes to so they want to come out and hear at least one that the two are telling each other!

He is going out there to break it up... but most of the time its because there is a pitcher warming up and the manager is just stalling the game in order to give the pitcher more time to warm up before he has to come in.
