an electron is defined as having a charge of "-1" whereas a protein has "+1" and a neutron has no charge ("0"). Keep in mind, though, that these designations are somewhat arbitrary and are based on the H atom, which has 1 of each. Its neutral because it has one 1 proton and 1 electron. When it loses its electron it "ionizes" to form H+, having a "+1" charge now because a "-1" charge just left. Neutrons dont play into charge; they're located strictly in the nucleus and contribute to mass.

The charge of one electron is (-)1.602 X10^-19 Coulomb. This value is known as the Elementary Charge, and is the smallest possible stable quantum of electrical charge. All eletrically charged elementary particles carry some multiple of this value.

The charge of one proton is the same value, just opposite polarity (+). A neutron carries no electrical charge (it's "neutral") hence its name.

neuton=0, neutral.
in an atom, the charge is neutral.+1-1=0
so, the proton number is the same as the electron number.
neutron and proton make up the nucleon number.
