Yahoo, Geocities, Tripod, Angelfire... there are TONS of places to make your own personal website. Most let you use a free editor they provide if you don't know specific languages like HTML.

its sort of free hosting, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features
its up to you how developed a site you want and if you want to use your own domain name

there is a lot of free websites you can go to yahoo search and type "free web hosting" and you will find what you need or go to www.9999mb.com or www.110mb.com .........
