it's not a good thing, obviously you have some kind of equipment failure that needs to be fixed. a defective powerhead wouldn't necessarily emit that kind of voltage into the water. I would check the heater first, then the light hood. the current wont hurt the fish at all but it's something that needs to be checked out

Just because you have power heads in your tank dose not mean that they are the cause of the problem.
you need to start unpluging things in your tank one at a time until you find what is shorting out in your water.
I have seen case were its the lights out side the tank that are the problem.
you need to know that salt water will eat all metal and electricity will travel over any area on your tank that has salt and or water on it so be careful.

No it is not ok nor is it safe..A short in the powerhead could be the cause but anything in your tank that connects to power could also be the cause,like a heater..I would unplug one thing at a time and see what it causing the problem and replace that faulty equipment with a new one.

This is definitely not safe! Find out which unit is leaking and sell it on Ebay. The condition could worsen and become very dangerous to animals that are not in the tank. Also to avoid leaking voltage in the future look into purchasing a "grounding kit" and put all off the electrical appurtenances on GFI's(Ground Fault Interrupters),it may be a lifesaver.
