Tough question because the states have an inherent authority over the federal govt already; although, block grants is a good example that you used in your question. A lot of states put stipulations on these grants such as certain state laws or even some, decline them in order to maintain their power.

States have police powers (powers to enforce legislation dealing with things like health, safety, etc). States also cannot be forced to utilize their resources to enforce federal programs. Nonetheless, the US Congress can use their power of the purse by "strongly suggesting" that states do these things or otherwise lose certain funding. Even so, states have no power over the federal government.
