Hi. September 26th would still be Daylight Savings Time, so 19:46 UTC - 5 hours (to get Central Daylight time) would be 14:46. This is 2:46 PM local.

19:46 is actually 7:46 PM....as for what it is central time...global time simply applies to your time, so whenever it hits 7:46 PM on september 26th, your good to go!
