Provided there was the public will to do this, what would be the constitutional procedures through which abortion could be totally banned in the USA?

Would congress have to pass a law? What (if any) would be the supreme courts role?

Just to be clear, I am not looking to debate the subject of abortion. Rather, I am curious about the legal procedures that could happen if it were to be made illegal.

The high Court would have to overturn Roe v Wade. That would open the way for the States to decide wheather to allow abortion or not. Yes that would mean in some States it would be legal and in some it wouldn't be. As decided by the voters in that State thru their elected Representatives.

Individual states would pass laws banning abortion.

The Supreme Court found those laws unconstitutional in Roe v. Wade, so likely Congress (and the states) would have to amend the Constitution to outlaw abortion or at least allow the outlawing of abortion.
