If you had "Liability-only" insurance, would you be more liable to run into somebody?

Having listened to a lot of stories of how accidents occurred, I always figured Liability meant you had a better ability to lie about the accident .

With or with out insurance the odds are still the same.
You may become an even more careful driver.
