Original Trany? Low fluid, bad pump, clutches burnt, all these point to a rebuild.

The governor is a device that is sensitive to vehicle speed. It is a valve that has attached spring loaded weights. When the vehicle is moving these weights move due to centrifugal force and act directly upon the valve thus moving it. When the valve moves transmission fluid is allowed into a hydraulic circuit which will act upon various shift valves in your transmission's valve-body. These shift valves are subjected to both throttle and governor pressures and the greater of the two will cause a shift valve to move one way or the other and cause a resulting shift. If this transmission is equipped with one, then there is a good chance that it may be defective.

My personal experience with Mitsubishi transmissions have been bad. I worked at a Mitsu dealership for 2 years and I must have seen about 300 cars come in with the trans out. My gues is that it needs to rebuilt or a new one.
