How can i add comments form on my website page for my site visitors? and how can i read the user's comments?

i want to add this on my webpage.
and i have a webpage of COOL SMS COLLECTION
and i want to give the facility to users to give me sms to add in this page with their names...

It depends on what can and cannot be done by your webpage provider. Check with them and see if they have a "guest book" application already loaded that you can add to your webpage. I think thats what you want.

Or you can go to a site that will provide you with a guestbook or forum and you can just link to it from your page. Maybe something like this site...
