The first day of fall, and spring, is when the Sun is directly over the equator. This year that happened on September 23rd.

Every year on 23rd September the sun is exactly over the equator on its apparent journey to the Southen Hemisphere.Hence 23rd September is the time of Autumnal(fall) Equinox .On this day, days and nights will be equal all over the earth.Hence the name equinox.

Actually it's starts at the time and date of the fall equinox. You'll have to ask another question before I can tell you what an equinox is tho.
