Well I research the RES and found that they need a basking platform in tank with temperatures or 90 degrees. I would like to buy a fully aquatic turtle that does not exceed 5-6 inches, that is somewhat cheap (less that $50), and could be kept with a large oscar in a 75 gallon tank. Is there even any species that fit these requirements?? Thanks!

There are none - you can find species to fit your size requirement (map turtles, mud turtles), or at least the males may depending on which exact species would be chosen, but all need to be able to get out of the water completely. The only truly aquatic turtles are sea turtles.

No, I am almost positive there are no turtles that will stay that small that are aquatic unless they are deformed...the good thing is when you get a baby aquatic turtle they stay small for years! I caught 9 snapping turtles last year and they are only the size of a 1/2 dollar now. They arent very big at all. I had regular aquatic turtles a long time ago and had 2 of them for about 3 years and they never got much bigger than round part in a slinky. YOu can get some really neat looking aquatic ones but some states (Like mine) they are illegal to sell. YOu could get a baby now and then ina couple years you may like the idea of getting a big tank just for him and deocrating it! I think it would be neat!!! Good luck

Most species of mud and musk turtles only grow 3 to 4 inches in length. I've heard spotted turtles are small, but I'm not real familiar with this species. Many male map and painted turtles stay fairly small too, but the females can get large, and sexing is nearly impossible with hatchlings.

there are no turtles that stay that small and they all need to get out of the water to bask... the smallest one's still get to be 8-12 inches long

Turtles need land, you can't just put him in a fish tank, you'll kill it. You need a separate set-up with shallow water, part land, filtered, etc. Here's more info.:
