I recently moved to Oregon from Nebr. about every job I have look out they require a license of some kind. I am over 50years old and in Nebr it wasn't needed in a ruarl area. I am talking carpentry, plumbing , general repair, some electrical.

You just have to get hold of some one at the state and find out. In Oklahoma occupational licensing is controlled by the Dept of Health. I'm a licensed home inspector and even though I had around 30 years experience in home remodeling , home repair, electrical, plumbing. It didn't mean beans. I had to take an approved course from an approved school to even be allowed to take the test. Then there were the test fees, state fees, license fees, etc... altogether it cost me about 3000.00 just to get the license.

Journeyman means having done the apprenticeship ,
Which is 8000 hours of on the job training and 4 years of night school ,
And passing the proficiency tests at each step .

License requirements means they want a certifiable journeyman ( and the pseudo electrician - carpenters I met did even NOT know shiiit about how to properly pull wire )
They want trained persons who can perform at a certain level , not the DIY folks .

If you think you have the knowledge and skills for one of those trades ,
Approach the union and ask about taking a proficiency test .

Have you thought about advertising as a skilled handyman? Lots of single women need men who can do repairs.

When I sold my house in Oregon I had already moved out of state. There were a few repairs the buyer's bank insisted on. Things like a section of vinyl siding that was loose, a gate latch that needed to be replaced--things like that. The guy that did the work for me charged me $250. Not bad for one day's work. He was not licensed in anything.
