Well, the vagina is actually the inner part, so I guess you mean around and along the labia (those 'lips'). If the penis isn't in a condom, the answer's 'yes'. Sperm can leak from a guy's penis even if he doesn't ejaculate fully - and those little critters can glide along the moist labia and up into the vagina; the odds might be small but it can (and has) happened.

Yes. You can get pregnant as long a sperm has access to the vagina. And even pre-ejaculate contains sperm. Use a condom.

you can so long as the semen is in a moist place...just use a lubed condom and you should be able to do what you want...the guy can ejaculate without you being worried about getting pregnant.

yes, you can - even in pre*** is about 15% of semen and those little swimmers can go far and live for days.
