She's right (first responder). In their attempts to ensure state's rights, they inadvertantly gave them a little too much power. It made for disunity. Interstate commerce was found to be a real nightmare. They needed to re-establish the ground rules of responsibility between state and federal.

PS> it was because under the Articles, stated were free to print their own money and declare its own value. The result was a monetary system that didn't work.
