No, every quarterback has bad weeks. Even in the Chargers game he drove his team down the field and got them in a position to win the game, but his kicker missed. Peyton is by far the best QB in the NFL right now. He is in total command of his offense. Brady just does whatever belecheat tells him, Peyton can recognize defenses, find the weak spot and exploit it all game long. Keep in mind that football is still a team sport. The colts have way way way more injuries than just Harrison. For the Chargers game they only had 15 offensive players, the Patriots have a runningback injured, thats all. Brady would be lost if he had as many injuries as the Colts

Overrated, sadly no.
But surrounded by talent his whole Career? Ya.
There are line people chose or chose not to draw. You'd think a QB that developed without excellent talent is a better QB right? Maybe. Its hard to say.
I am a Manning hater, for reason involving fans, living in Indiana, and how the colts have bread a type of Fair Weather Fan that you can't believe. But I can't say he hasn't won a SB now, and I can't say he won't rewrite some records.
BTW. Your question REEKS with the terrible fair weather fans that I'm refering to.

Yes.. He is WAY overrated... thats all you hear about is Peyton Peyton Peyton... is definately good, but not as good as everyone claims.. hes only won one super bowl, and that came after a season which was handed to the colts on a silver platter.. i mean, they had the easiest schedule you can possibly imagine.. i mean, they had a bye week then played the redskins in indy... and they only got like 35 points.. if he was as good as everyone said he is, he would have gotten like 50... i mean, the browns quarterback did that to the bengals and their defense is WAY better then the redskins.. i mean, who the crap on the redskins secondary is gonna stop the passing game... OVERRATED!!
