and I could not find any ordinances with special requirements for liquor stores. Does the State of Texas have any requirements?

o.k., once I apply for the liquor license is that when they post it at the county courthouse and people in that neighborhood have the right to protest it being there or is that only for "on premises consumption" places like bars?

I'm sure they do first your going to have to get a Liquor license. In most states that means filling out the paper work, getting a tax ID number for both state and federal. For a liquor store you will probably have to put up about a 10-20 thousand dollar bond. You will need liability insurance at least (the insurance company may be able to help with the bond. Then you will have to find a place that is zoned for it unless you already have a place. Contact your state tax commission and they can usually tell you everything you need. Cause one way or another they want them taxes.
