Buddhism is a religion -- actually, a spiritual belief.

The constitution of a nation whose citizens were predominantly Buddhist could include anything -- but would probably be based on concepts of individual freedom, and the rights of individuals to pursue their spiritual goals -- since that is at the heart of Buddhist teachings.

Other than that, it could be anything.....
