I have my bachelors degree in management with an HR focus. I currently have an AWFUL HR job (mostly awful due to my coworkers). There is a large insurance company in my town and I've strongly considered underwriting. The initial pay for underwriting is much higher than HR. Is underwriting a better choice for the future? I don't love HR.

Move on. Good for you for questioning. I think you already have your answer. My experience with HR is that they do not have a clue

Underwriting is a very large dept. in my company with tons of room for growth. Plus, you could apply for a new job within the company later.

definitely yes, if you have interest in this, but if you want to know that you can master in hrd or not think in this way: can i tackle people with different behaviors? am i short temper with others? am i boring to others? am i capable of solving other's problems?? you should not be very aggressive, short tempered guy for this job and scope of hrd is very good for girls and boys both. it is said that girls have more scope in hrd but it is only because that in dealing with public girls are considered more attractive than that of boys, but its just a missconseption best of luck. :)
