Take a letter around to local businesses asking for support.
Talk to your city council or chamber of commerce
Contact a national BMX organization and get them to help you approach your city.

Lol, joking...You know what, my friend did that successfully.
What he did what, get a petition from town hall, and had the majority of kids and maybe parents sign the petition agreeing that if the funds are supported a skate park be authorized to be built. Of coarse my friends just built there own, in anycase.
Go fundrasing money, maybe with the petition, and Look for a contractor that in involved. Hint: Check out the x games, and see who does the job for them, then im sure you can go from there...Good luck
