Condemnation is the process of taking property through eminent domain.

The hearing determines the fair value of the property -- and is also the forum where the property owner can oppose the taking on legal grounds -- such as claiming that it is really not being taken for "public benefit".

Under the constitution, the government cannot take your land, or a part of it, without just compensation. "Just compensation" means that the government must pay you for the land that they take from you and used for a public purpose.
Unfortunately, it is the government itself that will determine what is "just".... and they are going to SHAFT you hard...

Condemnation is also used when it has been determined that a building is no longer safe for use, and the owner has made no effort to fix it.
