Yes, obviously. Most people just get a Ferry to do it, because they're lazy and it's faster. If you're ever online, and need help, my IGN is "Duke Gwydion"

Yes. The only folks that get ferries are the ones who are on their 3rd or 4th or 5th, etc character and don't feel like playing thru the storyline again just to get max armor or to reach other continents.
Just play thru the story by following your primary quest track and you'll find yourself in consulate docks soon enough. It's the 4th mission from start

Yes, if you follow the main story quest long enough it will take you there. There are 3 major instances and a number of major missions, but eventually you will taken to the docks by the game itself and they will be unlocked for you.

You must complete a quest to get there. Consulate docks is one of the primary mission, you can't miss it. Check out this thread, hope it helps.
