i have a desktop that has a westell dsl box connected to it and on the back it says dsl2+router does that mean i can give my laptop wireless? also i have a wireless pci card, how do those work?

That is just a DSL modem. You can only connect to it with an ethernet cable. To enable wifi in your home you need to connect a wifi router to the DSL modem.
The wifi PCI card can be installed on a PCI slot of your desktop.

If it is a PC wifi card like this, it goes to the PC slot. You need the driver to enable it and its software to configure it.

If the wireless network in your vicinity is open, you might be able to access it freely. But most are secured/encrypted.
