when my computer starts it runs normally but right before the log in box appears the screen turns blue it says i need to uninstall something but every time i restart it says the same thing i restarted my computer in safe mode and every other mode so can some1 tell me how to reset it without the recovery disk please

OS could be messed up. If XP, try this self repair that is just like a clean install but of shorter duration and keeps ALL your files INTACT:

Without the recovery disk, you are out of luck. Only solution would be to purchase a copy of an Operating System, and install fresh after formatting the hard drive. You will then need to head to the manufacturers site to get drivers for your hardware, such as video, modem, sound, etc.

What exactly does it say you need to uninstall? What OS is it? Does it do the same thing if you try and boot to a DOS prompt?
Is the machine your using to post this question nearby? Is it the same OS?
I would like to help but need to know these things.
As far as "resetting" your computer, if your talking about reinstalling the OS, there are repair options available.

TRY SAFEMODE N DO A DISC CHECK..RESET YOUR CMOS.PIN ON THE LOWER YOUR RIGHT SIDE OF THE MBOARD..IF YOU NEED N MORE HELP ASK..ITS CALLED BOOTLOOPING.....IF NOT RELOAD OPER SYSTEM.IFNYOU WANT TO SAVE YOUR CONTENTS OF YOUR HARD DRIVE .ADD ANOTHER LOAD THE OPER SYSTEM ON THAT ONE THEN WHEN YOUR DONE PLUG THE OLD ONE IN..IF YOU CAN GET TO SAFE MODE .ITS PROBLY VIDEO DRIVER

I would suggest professional help.
I had similar trouble and still have a mess however, I now have a laptop and don't miss the problems so much.
