The 27th Amendment -- originally proposed around 1780 along with the Bill of Rights -- is intended to prevent Congress from directly voting itself a pay raise.

That's why any raise only comes into effect after the next Congressional election.

The 27th amendment to the US Constitution basically means the Senate and the House of Representatives can't give themselves a payraise effective until after the next general election (every 2 years in Nov.). In theory, they could also vote to decrease their pay, but that isn't likely! But it still wouldn't go into effect until after the next general election. It allows the citizens a chance to not re-elect the elected officials that vote for too much of a pay change.
