There shouldn't be any sort of application fee. That's the first test.

The second test is that the donor should have some sort of history... who has the donor given money to?

Third, there should be very clear instructions about the size of grants, the eligibility requirements, and deadlines for application.

In addition, be aware that almost all grants go to charitable organizations, not to individuals. The websites that claim that there are many grants available to individuals are pretty much scams.
