A Russian by the name of Vladimir Poppoff built the Moon somewhere around 4 Billion Years ago.

The moon and all other planets in this gallaxy were formed over 4.5 billion years ago through a theory called, "The Big Bang." Which you can find more about that here http://en.wikipedia.org/wiki/The_Big_Bang_Theory
No man could possibly make something that large and that big in mass along with all the scientific things that go along with it.

Well... for the disinformed here, there is actually some scientific and historical credibility to the theory that the moon is artificial. I'm not stating that it is, but I prefer not to discount evidence because it sounds outlandish. If it is indeed artificial, who knows who built it? Perhaps one day we'll find out.

Umm, don't want to get into theories and crap, did that a while ago. as THEORY, lets say that again, THEORY states numerous things. Some giant rock hit the earth as it was forming, knocking of a giant chunk, now know as the moon. another says that it just formed out of leftovers , and was cuaght in Earth's orbit. What i believe(please don't give me crap about this) is that God made it, and it was there. hard to comprehend without the proper vision, but htere you go.

Nope, he's wasn't born yet. The moon formed about 4.5 billion years ago.
