No, scapes are not contagious. Scabies are. Scapes are slender stalks that emerge from plants that grow from bulbs. Garlic, is one such bulb that produces scapes and they happen to be quite tasty when sauteed in garlic butter.

Scapes are thickend stems that contain a flowering stem; not just a leaf. No. Not contagious. Many people wish they were as they would get more flowers that way.

Rarely contagious, never fatal. They are (usually leafless) flowering stalks arising from the base of the plant... think tulip "stems".
