Sorry, this one doesn't ring any bells, and I've been a horror buff since the '50's----
The idea does remind me of a 1966 film titled "Chamber of Horrors", which featured gimmicks called "The Fear Flasher" and "The Horror Horn"--when a particularly grisly scene (grisly for 1966, that is) was about to be shown, the screen would flash red, and a creepy-sounding electronic horn would sound as a warning, Originally the pilot of an ABC tv series, it was deemed too violent and scary for tv and was released to theaters. It has been shown on tv a time or two, but has never made it to video release.
