1) yes; 2) yes; 3) no-it's substantive law; 4) yes, but administrative law is superceded by conflicting constitutional, case and statutory law

1-May a single wrongful act be governed by both criminal law and civil law? - Yes. As an example OJ was found innocent of murder at a criminal trial but found responsible for wrongful death at a civil trial.

2-Does every state of the union have its own system of laws for certain matters? - Yes

3-Is the doctrine of stare decisis (rule of precedent) a procedural law? - Yes

4-Does constitutional, statutory, case, and administrative forms of law all have the binding force of law? - No
