No it isn't. It's just harmless fun, unless a third party is hurt. Saying certain things that make the other person feel excited is a pick me up for some people who are in situations where they feel stuck. This offers a little harmless release.

It is not a crime. It is a game we play to either make someone feel good or to make ourselves feel good to get flirted back at by that individual. It is actually quite healthy as long as it stays in its right place.
