Is the internet free on the iPod Touch and iPhone if i am in WI-FI area?

for example many libraries and restaurants provide WI-FI nowadays. If Wi-fi is present will safari, youtube, iTunes music store be free. it is free to access the internet using wifi, but some businesses or restaraunts might charge you themselves, such as put a password on the access and charge you for access that way.
