What causes my cell phone to not ring sometimes?

Sometimes someone will call me and it will ring on their side but my phone doesnt ring and it doesnt tell me i have any missed calls.. What causes that?

My landline does that sometimes. What I figure is this when it rings in your ear it doesn't ring on the other end. Their ring is our silence between the rings.
If you want to see. Call your cell from a landline and listen to both.
