A. Your car does not have a carberater, TBI stands for Throttle Body Injection, although this looks extremely similar to a carb. it isn't a carb. chances are your fuel pump is located in tank since external pumps are very rare for any care that new and unless you have an aftermarket secondary tank which I sincerely doubt you do you only have one fuel pump. First I would be checking the fuel filter abd fuel injectors (because it is TBI you should usually only have 2 as opposed to port injection where there would be an injector for each cylinder. If both of these aren't the problem its about time to check for OBD1 trouble codes.

Fuel pressure regulator or fuel bypass valve to the tank are possibly leaking or not holding pressure---the fuel system has a fuel return line to the tank from one of these components and it sounds like it's not holding enough pressure for starting but ok for running...have to do a pressure test at the fuel rail test port or injector to see what pressure you're getting at startup. A good shop manual like Chilton or Haynes from a parts store should have a trouble chart and test procedure in it or go online at Eautorepair.net for access to a factory service manual for a small fee.

sounds like the front fuel pump is shot. or you have a leaky injector. either one will cause the problem you stated above... also, water in the gas will do the same, because cold gas doesnt like to ignite, and when you pour some in, it creates a good f/a mixture (lots of fumes) and allows it to get the engine goin
