The latitude of this place is 31 degrees north.
The longitude is 48 degrees east.
I googled this info and found that the location is north of the city of Basra in Iraq.

It`s both ! 38 N is the latitude, 48 E is the longitude, and you`ll just have to consult an atlas to find where it is.
