I use a mixture of dish soap and water(couple of tablespoon to a pint) in a spray bottle to kill them. Wash with water about 15 minutes later to protect the plants(spray each infestation not the whole plant). Use caution around your neighbors veggies many are very sensitive about sprays. Perfectly ok on food plants if washed before eating.

The origin of aphids is interesting. Some aphids are farmed by ants. The ants protect the aphids in the trees and keep them in their nest in cold winters. The ants feed on the honeydew secreted by the aphids as they feed. If you watch them for awhile and you see ants near them you will need to get rid of the ants to get rid of the aphids.

I use target(systemic insecticide) FOR Aphids but spray 3 times 7 days apart to break the lifecycle of pests
As to fertilizers it can depend on what type of shrubs you have, best bet is to see local garden centre

Any compost (no human or dogs waste, of direction) is exponentially extra effective then chemical fertilizers or insecticides. notably much all my pest issues went away in 2 -3 years after commencing as much as apply the compost from my interior of sight recycling center. All of 8.50 a cubic backyard.

Get a high pressure nozzle for your waterhose and just wash them away . When the high pressure water hits them it blows their body away but their head stays behind because its' teeth are still in the plant. Neat huh?
