I'm not sure where this 28 days per lunation thing came from but it's very popular.

The moon's synodic period (which is also the period of its own solar day) is 29.5 Earth days on average, but it varies by more than half an Earth day.

About 28, which is one of the reasons that a Moon colony is going to be expensive. Can't grow their own food much at all because plants don't like 14 x 24 hours of darkness.

On full moons the moon is just illuminated completely, its not closer. It never comes closer. Gravity pulls it to the Earth, but centripetal motion makes it so the moon is constantly acceleration away from the Earth. It's complex to understand, but the moon is the same distance from the Earth all the time.
