Use a surfactant. It will lower the surface tension of the liquid, allowing easier spreading by adsorbing at the liquid-gas interface, thus, "making water wetter."

a bit of soap will relax the surface tension, thus make it more penetrating and thus, wetter.
i CAN say penetrating without getting a violation, right?
Edit: yes, TSP would do the same.
