I'm looking to make bracelets that are flat and maybe made of lamanation or plastic. I can't think of what it's called but it's thin and it connects with like, clasps or buttons.

At work we make tags like your second sample, out of Tyvek (Du Pond) and the 'closure' is double sided tape, a special kind that is allergy low.
But I would not use it for jewelry.

Any plastic you use for long contact with skin should be tested safe for that use and any kind of plastic children might use for a bracelet should be food safe too.

I hope this helps, and thanks for the first link, I will show that at work (we do not yet make those kind of tags.)

maybe print out a stip and use the peel and stick lamination
