Because the legislative branch of our government was created for that purpose.
It's all checks and balances.

Cause if the president got to do it - it would be a monarchy or dictatorship - not a democracy.

It is the responsibility of the congress to make laws. That whole government for the people by the people thing.

I suggest you re-take your high school civics class.

In theory, they are elected officials and make laws that are in the best interest of the people. People have the right to vote legislators into office, so they should have input into what laws are passed.

That is, of course in theory.

Because they represent the citizens, and the citizens are judged by those laws.

Oh well, they're not. Now only Bush makes laws, and Congress rolls over and asks to have their tummy scratched.
