why is an integer also a rational number?

A rational number is defined as a value that can be expressed as a ratio of two integers.

Since any integer can be written as a ratio between itself and 1,
(eg: let n be any integer. n / 1 = n) and 1 itself is an integer, all integers are considered rational numbers.

we can put integer in the form a/b and a,b belong to z and b not = 0

Because it can be the quotient of two numbers.
For example 6 = 12/2.
