WWE-The Rock's promos, Undertaker sacrificing Stone Cold(Stone Cold slipped when he was running), Boogeyman(when he first came), Hornswoggle(when he first came),
Cena(when he was heel), DX(almost everything), Hulk Hogan(aka the right gay guy), Eugene(when he first came), Maria(when she first started acting dumb), Coco Beware(the name was funny), Mae Young(gross & funny), Kane(when he talked with that machine thingy & when he teamed with Hulk & the Rock), Rock & Sock Connection, fake Diesel, fake Razor Ramon
WCW-Sid Vicious(I have half the brain that you do), NWO, Ernest the Cat Miller, Norman Smiley, The Yeti(the name alone is amusing), Tank Abott(LOL), NWO mocks Four Horsemen, Bogus Sting

WWE: Before wrestling HBK for the WWF title Psyco Sid apologizing ahead of time for what he was going to have to do.
WCW: Any Ric Flair/ Horsemen promos. Ric Flair was the best WCW had at promos.
Not sure about ECW or TNA.
My all time favorite is when Mae and Mark Henry interrupted a match to announce that Mae was pregnant. The look on all the wrestlers face was priceless, especially the Rocks.

WWE: Kurt Angle bringing out the milk truck and spraying the Alliance with milk before downing a couple of Kurt-weisers. Also awesome are JR's calls of "no skim milk for him!" and "the billion dollar princess has become a dairy queen!"
WCW: The Shockmaster. Enough said. Also, Bret Hart's "El Dandy" promo was fairly good as well.
ECW. BWO.
TNA: Their reverse battle royales. I find them to be hilarious to watch, personally. Also, anything with Kevin Nash and Alex Shelley, whether it's the PCS, Nash's feud against the X-Division, etc. They're gold together.

WWE: The confrontation between Stone Cold Steve Austin and Brian Pillman when the lights went out and you heard a gunshot.
WCW: The Shockmaster was hilarious
ECW: The first time I ever heard Joey Styles say" Oh My God"
TNA: Anything Eric Young does

I couldn't find the first Kaientai Promo but this was one of their later promos ... Kaientai has the classic translation issues of the mouth not matching what they were saying, heh ... cool gimmick while it lasted.
WCW:
Sid Vicious Promo and Shockmaster will never be forgotten.
ECW:
Various bWo moments.
TNA:
Dr.Nash and Kurt Angle promos ... they have good chemistry on-screen
