Add 15:
4/2x < 15
Multiply by 2x:
4 < 30x

4 / 2x < 15

multiply thru by 2x

30x > 4

x > 2/15

4/2x = 15
2/x=15
1/x = 15/2
x = 2/15

you add 15 to both sides.
then you have

2x < 15

then divde 2 from both sides then you get

x < 7.5
