The color of the police uniform is decided upon by that particular police department. Not all police uniforms are light or dark blue as previously stated. However, most departments choose blue as their uniform color. The police department that I worked for had light blue shirt and dark blue pants. They've recently changed to all dark blue. Other deparments in my state wear green, gray, and tan uniforms. It all depends on the preference of those "in charge".

Some are not blue at all some are white.

because they are not the same....they all do the same thing though...
look at it like its a basketball team..they all play the same sport but they're on different teams...
there are police and sheriffs which are different so they wear different uniforms.
