Gated communities has the right to establish speed limits on their private roads. They can even give you in-house citations and prevent you from entering the community if you don't pay it. State, local, or county law enforcement personnel may also enforce them and you may get an actual speeding ticket if you violate it :(.

Aw, gee, the reduce speed limit in your little neighbourhood has added several seconds of wasted time to your day? Move! The gated communities are security communities, and there is no point in keeping out criminals if your neighbours are going to run you down! I think you will find, because the board is elected by the community, they are given the authority to make changes in the best interest of the community. You can always go to a board meeting and ask for a vote, but I think you will find most people will go along with the change.

Within the community the speed limit is set by the community. In thsi case you have a board that makes the decisions. The streets within the gates are not public and are not subject to the posted limits outside the gates.

Gated communities get to set the regulations within the community. You have the right to challenge it at the monthly meeting, be prepared with a list of neighbors who want the new regulation changed also.
Be aware that to many violations can result in you being evicted from the community.

Yep, it is legal because the roads are actually owned by the community. They aren't technically public roads.
They can vote to put speed humps in too, if that doesn't work.

Yep! And that's part of the benefit of living in a gated community there's rules that you have to live by and I think it's appropriate especially if there are a lot of elderly living there.
You'll get used to it anyway, it's just for a bit.

"Homeowners Associations" is just a nice name for "Nazi's"
They are immature and power hungry ******* with nothing better to do than come up with draconian rules and use draconian tactics to enforce them. They exempt THEMSELVES from these rules of course. Tell those homo's that they aren't responsible for maintaining the roads through your neighborhood. The city, county or state is and they have to petition such agency to get a posted speed limit changed. They can't just go out and do it themselves. They have no power to enforce it anyway so it would be a waste of their time. But who am I to deny such stupidity, so let them try and when then fall on their faces we can all have a good laugh at their expense.

yup, and they can also tell you what home colors and landscaping is acceptable. if you go against the system they can put a lien on your house in some states, not sure about Cali though.

first it is private property and they are liable!
second, if you have children or even concerned about yours or others saftey - i would think you would welcome this change. it is for safety of all who live, visit and work there.
