with the states and local governments being dependent on the federal government for funding of such programs, will the cooperation this entails be sufficient to overcome the traditional tension between national government and state govt?

Yes partially... a lot of local governments (especially ones with big cities with a high terrorist threat) are so dependent on govt funds for protection that this has given the federal govt more power. It's like having an inside man in on a deal... these cities and local govts are pressuring the states to be more compliant with the federal govt.
